Spurs have traditionally been more successful, have a great stadium and attract tier A managers like managers like Mourinho and Conte. And Liverpool are 6 times European champions and one of the Titans of European football. Even during their bad times they won a champions league and had talents like Suarez, Gerard and Torres. Don't compare them to Athletico.

Thats not true. The year before Kaiserslauterns relegation they finished fourth. But they managed to win the DFB Pokal in the same season they went down. They got promoted immediately and won the Bundesliga in their comeback year in 97/98.
