Actually, I was trying to decrease the size of c, and increase the e drive. But couldn't. Any solution?

It depends on how your partition table has been allocated. Unfortunately, I don't have an exact solution for you but I would like to warn you that please be sure to read and understand the vornings of Windows before committing any changes to partition table as it might ruin your current working operating system.
You might be able to use third party partition management software to do your job. there is a software called partition guru which can get you started and it is accessible for screen reader users.
