The Mangla Dam is located in Azad Kashmir, which is still considered a disputed territory. Demand of Azad Kashmir to be provided with electricity at a rate, it is produced at Mangla, is more or less right. I think since Azad kashmir is home to a big part of hydel power, produced in the country..they should get some advantage out of this capability of their land.They should be provided electricity at a rate hydel power is produced from dams in Azad Kashmir , however any necessary overheads may be included in the tarriff offered to them.
This should be extended to other provinces of the countrytoo. For example, Baluchistan should get a fair share of earnings from all minerals, fish exports and Gawader port. Sind, Baluchistan and KP should get a fair share of earnings from coal, Gas and petroleum procured from there.Sind should also get is share from Karachi's ports earnings. In addition Karachi provides over 70% of country's revenues. in return it gets nothing in return. As a result, Karachi has the worst infrastructure among all provincial capitals.
18th constitutional amendment has provided huge amount of money, which were with federation earlier, which is good but this could not do any good to the people, as this amendment did not bind provincial governments to transfer most of these funds to local governments, so that advantage of 18th amendment could be provided to people. No provincial institutions and departments have been handed over to local governments, In sind ulti ganga beh rahi hay, Karachi Building Control Authority, KMC and KWSB have all been tranfered to provincial government. So, local governments here are there as poetry and reading club.
