It is not actually step in ball control. It is step in skill control those who have step on skill control can perform ball roll with added flip flap in some cases double touch also. For example I added double touch skill to cafu he has flip flap but he is unable to perform ball because he has step on ball control rather than step on skill control. Same with romario card. The players who can perform ball roll without adding any skill are Neymar Vini jr Isco Thiago Dani Ceballos N pepe D jota Malcom Erverton
Cafu and Romario have no Step on ball control skill, only flip flap, that's why when you teach them Double Touch/Step on Ball control it's not enough to perform the skill in the video.
