even if that isn't the case, it really should be because it doesn't really hurt anybody, or make the character less valuable/rare (in public servers atleast)
like, yeah, people wouldn't have to pay millions just for a moveset, which would probably make some people not want to donate ridiculous amounts of money for it, but to be honest, the difference between goofing around in a private server and owning a dev character to actually use in public servers is huge
