I've seen most if not all of my friends and people on a local Granblue Fantasy group using Vajra and a flex of Lily/Poseidon/Christmas Catura. Problem is I don't have Vajra, so is there any sub for her?

Hmm Vajra is a really important part of water ougi teams. I think if you don't have her you can just use any combination of water ougi characters. Summer Monkey and if you have a way to sack a character, Haaselia can be good also.
