@@RollOfLaweven with trademarking, cities often have multiple iterations across the globe; it's hard to think of seeing London, Ontario trademarking its name in a way that might cause London, England to have to pussyfoot around them.
Update: I had an idiot brain fart, and Jaipur is set in India rather than the Middle East. All other points about retheming apply.

Jaipur is a city in India; I doubt you could copyright it any more than you could copyright the city of London.
Copyright, no--you're not going to be able to copyright a title anyway. Trademark is a possibility.
