It comes down to how you’ve broken up your keywords in the ad groups. It’s okay to use the same landing page across multiple ad groups if you’re trying to write more specific ad copy.

Loss of control: You can't control how much each campaign spends from the shared budget. If one campaign gets more clicks than the others, it will use up most of the budget and leave little for the rest.
By applying shared budgets to the campaigns, we are doing to campaigns what Google does to Ad Groups within campaigns.

That definitely can happen. Good point. Always good to keep an eye on the budgets and adjust as needed.
