Why don't you look for Netherlands? For PhD, Netherlands will be better in terms of the project and research + Most German universities are GPA centric and you get salary in both countries with no language barrier in NL! Unless you have really good reason then you can choose NL. You are also in IIT? That matters a lot too!!

Actually I was firstly looking for options in Netherlands but whatever university I tried to check as a choice, either they're asking for a high GPA or requirements that I think are more competitive. And that's the same situation I see in Germany too. So I am not really getting any kind of options to look out for. First try to have good cgpa, preferably above 8.0 and then prepare for GRE and/or TOEFL. Probably at the beginning of third year start shortlisting university based on your interest and apply in 6th or 7th sem when you have application open. First try to have good cgpa, preferably above 8.0 and then prepare for GRE and/or TOEFL. Probably at the beginning of third year start shortlisting university based on your interest and apply in 6th or 7th sem when you have application open. Normally for September intake for next year application will open in Oct this year.
