Sorry if it's too late but you have to talk to some npc that gives you breath for 100 yen, after that you unlick a button that's called breath and you hold it to charge your breathing bar

To get moon now you must first reach lvl 100, pass final selection break all gourds kill yoriichi so he drops the flute (flute has 10% drop)
