I have two questions please. How long do you let the polish dry on your stamper before you put the clear coat on? And what kind of clear coat are you using? My favorite technique when I was younger was to make a design in a cup like that but I would dip my finger in it and then clean the mess up around my finger. This looks like the possibilities are endless with this technique!

I can't give you an exact number, but in my experience, nail polish tends to dry faster on a stamper than on your nails!

It really doesn't if you use a stamping plate. You just need to have the right tools, paint, and smudge free top coat.
