If I understand your question well, removing it is just in case you would love to use another fabric there just for design. But it’s not compulsory.

@@stylesporchbyroniz7566 yes it’s to avoid zip bulge. Taking in the 1 inch would help you create a curve like your back.

Yes it is compulsory especially if you want to get a perfect fit. People’s measurements vary a lot so I wouldn’t even advice guessing.
