The fundamental problem is that we do not have high quality medical colleges or engineering colleges and students are forced to compete with each other. Even reservation category has high competition nowadays. But what other options you have ? To rely on the state board exams which are too easy and does not grade students properly where paper can be easily chased and politicians control the allocation ? Thats why single entrance exam with MCQs were introduced. I think state board should remove their tests which are useless and does not provide any signal to the job market - remove pass / fail . Just use one entrance test like how China is using or use continuous grading mechanism like USA. Personal accusation will only give you an illusion.
