You have to make power factor based off of projectile/velocity. Most reloads are done before the mag is empty so you usually won't see the slide lock back.

If she unloaded the gun at the end, she had 12 rounds in the mag. If she's shooting production, she needed to be bumped to open per USPSA rules. If she was showing clear and it was clear at the end instead of unloading, then she's legal for production as the mag was only loaded for 11 rounds even if the slide didn't lock.
She shot 11 rounds. Then she did unload the gun, the chamber was empty. So she just shot whole 11 rounds. She had only 11 rounds which is legal USPSA rule. That was it. Whatever the reason was, the slide lock did not work at that time.
