Gekitou ninja taisen special is the closest we can get to cooperative multiplayer in Naruto lol, well also Ultimate ninja heroes 3 has cooperative multiplayer. Storm Revolution had some few battle royales of 4 fighters but sadly it's just missions against cpu and players can't play that way :/
I’m pretty sure that a lot of it has to do with where the different countries are in the actual anime. Usually the Japanese production of the anime airs first but then America gets theirs a long time after. I’m guessing that the American anime airing wasn’t in sync with this series of video games. To add insult to injury, Takara Tomy is now defunct as well as 8ighting Co which are the core production companies for the series so I don’t think we’ll ever be getting future releases which sucks. They also lost their Nintendo license back in the early 2010s.

I've played some of the Naruto games on the GameCube but not the Clash of Ninja games. I played the Japanese versions. I refused to ever touch those localized games because they didn't even have Japanese voice tracks. Fortunately the Ultimate Ninja Storm games do. But I know the Ultimate Ninja series (Narutimate Hero in Japan) didn't.

Sometimes, developer didn't make it for US, because if they're making a remake it's all knew for other countries.

English speaking world was way behind in the anime, so different games were made for them.
I noticed the European version the specials didn't require the sticks during specials 👍🏾
