I had an asbestos pipe from my garage removed. It was a simple straight pipe in good condition. All it was used for was to vent the combustion gasses from the furnace. The cost was $200. It didn't have to be removed - it was in fine condition - but I didn't have to worry about it later. I would imagine removing all that stuff down there would be very expensive. I do think people freak out about it a bit much. Any house built before the '90s probably has some in their walls somewhere - either the drywall itself or drywall mud. A lot of houses were built before the '90s, and I'm not aware of any rash of mesothelioma cases due to renovations. We have this weird thing where once something is declared unsafe then there is a zero tolerance towards it. "Any amount of exposure to X can give you cancer." But even the sun causes cancer. It makes it impossible to be informed rather than just panicked.
I worked in heavy industry for many years and asbestos was common in the plants where I worked. If it's not crumbling or in the way of work that needs to be done, it's relatively safe. I would definitely have it removed from that crawl space because of the obvious mold, wiring and other issues that look like they should be repaired sooner than later. In some situations it's possible to have asbestos encapsulated to buy some time until a removal is necessary. If I were the prospective new homeowner, I would want to know what it would cost to have it removed before I make an offer on the house. Probably would be a good idea to get a ballpark price on getting the entire crawlspace fixed up. Issues with a house dont always have a be a deal breaker if you know what you are getting into when you buy a house. This is a good example of why a home inspection should be done regardless of how much money someone is willing to spend.
If you live stream odds favor when you go into crawl spaces your stream will pixelated, freeze up, and experience loss of signal drop outs. Not every home of course, but there will be many homes that will be troublesome.
Would I buy such a property? Yes, if it met all my criteria and I had the money. Just offer to buy it for less however much it costs to remove the asbestos and to remediate and repair the crawlspace. It's all about dollars.
It can be done; I've seen it done many times in commercial spaces. It just costs a lot of dollars. Offer to pay less for the place in the amount that all that work would cost plus a little for your trouble. Same difference.
