The ranged attack persistent bonus started off as a +2 attack bonus and playtesters just found it to be way too strong, so it had to be +1 range and +1 attack instead. As you said, you can get those attacks off some much more often, ranged attacks need to be a little weaker than melee otherwise it is not balanced. The ranged build really picks up once you start to level up to level 3 or 4.
