But why saline soil comes under alkali soil not acidic soil as the salt are neutral how can they increase ph and if they do then why and why not it lower the ph and my second question is why salinity is defined in terms of Sar value that is of sodium why not calcium potassium or other ?

And if we come to the second question, I think the majority of salts present in saline soils are of Sodium ions. That's why we measure SAR and even ESP as exchangable sodium percentage.
