Wouldn't the rest be implied, therefore technically not necessary to write down, given the length of the previous note? Or is it that, if we do remove it, the note after the rest replaces its position?
Correct. It is important to remember that rests ARE notes - they're silent notes - and should be counted and "played" just the same. There has to be something on the staff to signify a break in the sound.
I know almost nothing about music theory, but i instantly grasped: Whole>8th notes and actually now that I think about it, even 16th notes makes sense if I apply the same logic. Using a simple metronome (the clock in my wall) i am now able to compose music almost seamlessly, wtf... \(◎o◎)/. Obviously I need to get in that 95% of practice (the acquisition) as i consume these kinds of videos on theory which are just 5% (the learning) in order to improve. +side note+ Acquisition = Repetition. Learning = Adding & Replacing; adding what you either don't know yet or replacing bad habits with newer better ones. That's just how I see it...

The next note, in the case of our exercise the second single eighth note of the measure, will be played on the up beat of beat two. This was just to exemplify the idea of how quarter notes can sound from down beat to down beat or up beat to up beat.
The duration of an eighth note is half of a beat. A quarter note (being one full beat) can be looked at as the equivalent of two consecutive eighth notes. Therefore, if the quarter note is played on the up beat, it would sustain through the next downbeat (first eighth note) and until the following up beat (second eighth note). The next note or rest would be played on that up beat.
Only play on the "and" where an actual note is present. However, it is important to count through the measure completely ("one - and - two - and - three - and - four - and") to ensure that proper time is kept throughout.

Essentially, yes. You divide the beat into 2 equal notes - down beat and up beat.

i am trying to learn the eight beat but i don’t get how many times you must tape for it like do you have to tape once or twice
So, the eighth rest is silent for 4 notes??? I should look out for this because a lot of music sheets have these little extra stuff on them.

You should always count the "And" in between each down beat. However, sound your instrument only where there are notes under the counting.
