Administrative Burden shines on the high difficulties where it receives substantial modifiers. I won't go into specifics, but give you practical advice instead: - Link your regions into provinces to axe half of the region Adm. burden cost. Try to not expand too much if Size modifiers for Decadence and Adm. burden can't be compensated for by your economy; - Build more tier 2 and tier 3 structures and tier 1's as necessary; - Try to stay under 10k gold to stay within reasonable tax rates burdening your income; - Have more Commerce focused regions generally speaking since Gold is the best resource in the game. And as you said you have free retinues for 10 of the most costly units and regions.
I think I said before, but providing provincial units in transaction is the real source of BPs. Heavy Infantry and Shock Cavalry are the most efficient Bargaining Points chips, so might be worth to conquer particular provinces just for that alone. Now, each unit gonna cost exactly 75 gold to transfer and you need to be within 2 region or less reach from your potential extortion target.
Oh, I hear you like Distant Words. If you really do can check on Master of Orion 3, Space Empires 5 and Stars! (1995). At least see a vid or two covering the game design.
I had Master of Orion 3 and enjoyed it. Btw, I played for years in the late 80's the first commercial 4X game ever, 'Reach for the Stars' using a Mac2 networked with 20" TV. Also, in 1984, I was able to participate in a pre-internet ARPANET (Advanced Research Projects Agency Network) space empire game developed by a guy at Princeton University. The game screen was populated with a grid and icons representing star systems and ships (similar to Reach for the Stars). You would have to input commands and execute the turn. It was basically a WEGO game as others would input their commands at their leisure. Turn around was about 2 days if I remember correctly. Would take 15 minutes to an hour for the packet to reach the server at Princeton. It was cool as hell to communicate across the country. One of my colleagues at the time remarked that this technology would change the world. It sure has and here we are!

Im on the younger side and was grown and raised in Poland, so I really got into PCs in the late 80s, and my netizenship in the mid 90s. Altho I'm very aware about american culture thx to Simpsons, MST3k, Howard Stern, being cable tv junkie in general back then, loving gaming magazines e.g. being CGW aficionado. I was no stranger to MUDs and PBEMs either.
