I agree. Vex was OP when it was released. Now I don't know ... she does hardly much damage in early game. Her S1 has high delay and short range and the S1 doesn't even hurt that much in early game. She has to survive late for her item and damage. Her ult is a death trap. We are supposed to ult, s2 to stun and s1 after. But usually I cannot even release my S2 when I got either stunned or hit ... and is dead in one hit.
You need to max S2 2nd on Vex, better to have the shield, burst and wave clear. S3 damage mostly scales through items. I like Vex as a pocket pick into dive champs like Yone/Yasuo/Zed. Just press S2 when they dive and they can’t kill you. Vex got a lot worse when Crown was introduced.

I think he was figuring out that she isn't a great ganker because her ult is so hard to hit sideways so you kind of have to approach from lane and not the river to gank effectively with her ult so for that reason I think the third ability for surprise damage is the key

I think third ability fast or not depends on whether your passive is on or not.
it depends on distance from vex herself. the further u cast it the bigger and longer casting it has and via versa when close.
