The score for the cartoon seems to be rerecorded specifically for the TV program this clip is from. I guess they chose to do it so that they'd have something more audible and clear for TV than the original film soundtrack. Every TV appearance of the cartoon thereafter (including, for example, 1972's "The Mouse Factory") uses the original film soundtrack.
Yes correct, steamboat Willie was the fourth produced a first released ( confusing eh?). Plane crazy and the galloping gaucho were originally done without sound hence why when they emote or laugh and that type of stuff they have written out sound effects.

Is there a reason why the soundtrack is changed
It is because, the sound of 1928 was probably too outdated to use in the late 1950s and early sixties so they redid it.
