Can a section of a ship have both a flood and a fire, or is it one or the other?

They are separate, so yes. There are 4 sections that can be set on fire, and each half of the ship can be flooded

where is the best place to aim to cause fires

Usually the superstructure is the best, as you'll get more damage from the shells hitting there.

@@TbullGaming ive also noticed the the shell guage (marker line ) is diffrent to the PC. is there a way to change it and if not what are the time markers on it?
