2024 snagging Alaska sockeye salmon in Seward, Alaska! Did really good today. Almost got my limit of 6 today but sadly I didn't because I lost a few while retrieving them.

No. Anyone who has a valid fishing license can snag but snagging is only allowed in salt water and not fresh water.
