I'm not completely familiar with his whole catalogue but he can definitely flip samples into art pieces. Havoc of Mobb Deep has been known to make some of the dirtiest and haunting beats and Muggs produced a song for them ("It Can Happen to You") and was almost able to emulate their gritty sound. If he's not underrated, he's not mentioned enough. Easy Mo Bee is another dude who cooked up classics and never got his props.

These guys were my first concert I ever went to and loved every minute. They brought out a joint onto the stage it was 5ft long and 2 feet thick and they turned on the smoke machine and the whole place got high. Great times loved the 90's.
