I think if your using some sort of eq you could keep (or rather boost) mostly just the high end frequency’s although I personally doubt you’d be able to make it sound like a whistle note alone since usually the clarity of the voice comes from the high ends.

There's definitely a difference between the whistle singing of somebody who can do it naturally and someone who was taught it but it's not noticable to most people unless they're in the singing industry
To me amazing voice is someone like Tupac. For women it'd be CL or Iggy Azalea. This is the voice I'd like to have, not annoying high pitched tone that triggers my nervous system.
Relaxing your jaw and letting the air flow (while maintaining strong core!) is really a key point, just like in opera technique, but it really takes a lot of time to learn and to overcome body struggles because every nerve causes stiffness in your body and that cuts the flow down. For me as for a person with anxiety disorder relaxing my body is the hardest part.
It's true that everyone's able to access whistle register! I search every single day about music and things about it and anyone is able to do it. Indeed, I do it. I can do a great impression of that character (played by Alex Borstein) and it only takes a small amount of vocal tweaking to sing "Side to Side" and sound exactly like Ariana. I’ve been practicing singing for over 8 years now, regularly… while singing like Ariana is somewhat achievable it’s extremly hard… and takes years of work and dedication..
I agree that anyone who can sing well can sound like Ariana by copying her technique which depends on pushing much air in the note. However, not every person can do it. Ariana's technique can be copied but definitely not her voice itself (meaning her chest voice). Another important thing is that all of this take much time and practice to be even closer to Ariana's level.

Whistle register is not by any means rare. It’s finding it that is the tricky part. It’s controlling it that’s even more interesting. But it isn’t a register reserved just for the female voice, men can sing in whistle register as well. And……so can babies.
If those vocal teachers could do it they would do it themselves. And they'd have prodigies coming along doing it themselves. Granted, part of Ariana's success is her personality and she's got the looks for it, but that voice, no, you can't duplicate it.

Tilting your head up doesn't relax your jaw. The best way to comfortably sing high notes is to approach them from above, this involves lowering your head and singing over the high notes, instead of forcing your voice to go higher.
