Would I need to multiply the indicated values by hands in the three dials by those designated fractions and then add those three figures with the KL value? And in some meters, it's measured in cubic meters rather than kilolitres, in that case, what would do those three dials indicate?

999+1 ,when red numbers go in this level, that does mean 1000 liters= 1 m3, water.
