How to define parameters in Catia V5

I wasn't able to see the Parameters on the Tree.
I solved it by ---> Tools >> options >> part infrastructure >> display >>
and checking the options for 'parameters' and 'relations'

In parameters and measures -scale my characteristics value shows -1'#10mm also when you starting sketch it shows -1'#10mm it not shows 1,2,3mm in sketch tool plz help.
