The golden deagle is a tricky mistress. On the one hand, it has been used for RDMs, but on the other hand, said RDMs come with cost of the user's life, should they be wrong...which then still confirms someone else as good...hmm. I guess it's kinda balanced by how a traitor can potentially kill said user and claim they'd been deag'd.
The point of the golden gun was for the detective to give it away and an innocent player rdming a traitor, or shooting another innocent and dying proving an ally, narrowing down the potential traitors. Fools golden gun just guarantees that you get a credit back and can rdm anyone regardless and that person will be put on the traitor team and their win condition is if traitors win. It's also very frustrating for a detective to be so petty and shoot you with a gun that incriminates you and you just have to sit out because the detective wanted to rdm you.
Aside from what the other comments say, there were issues with the coding of the Golden Gun and the special roles they have on the server. It would sometimes fail to kill anyone, and I think I remember an innocent dying after shooting a hypnotist, parasite, or similar. There were also issues with the Jester-type roles. The solution they use now is the Fool's Golden Gun. It gets around the coding issues by making them a traitor.

and also balanced by the way half the people that use it don't even say anything about it, leaving people to assume they got murdered.

Maybe so they can't combine that and a paramedic to essentially RDM without the risk of losing an innocent?
