Hmm, good question! I'm thinking it would probably wait until you used the revival pill, then you'd get the mission failed screen if a guard was near Raikov at that moment. You may be able to get away with it as long as the guard has gone off somewhere else by the time you revive, even if he happened to walk right over Raikov while you were faking death. Just my guess though, might have to try this out sometime so I can find out for sure!
Raikov's reaction is pretty funny! You won't be able to distract him with the book (well, not for long anyway). When he first notices the book, Raikov will get an exclamation mark over his head and he'll walk over to see what it is. His interest in the book is short-lived however, as he realizes it's just a girly mag. He responds with an amused "heh," and continues on with his patrol duties.

@KopperNeoman Portable Ops came long after this buddy, lol. They haven't even thought about any of the "skills" they we're gonna give the soldiers in that game yet. These magazines not working on him (especially in this game) is definitely more of the fact that he is a total Fruit-cake. 😂😂😂
