As far as I can tell you can drive all cars on both maps. Rally tires will automatically be turned into snow tires when you enter Blizzard Mountain and turned back when you go back. And you can even drive cars without rally/snow tires on Blizzard Mountain. It will just warn you that it's not a good idea.
This evolved pretty good into the FH4 seasons

I still play but i can't buy the blizzard mountain 😔 because it was shutted down

Why is the map so small?
it was just an expansion area, a small snow-only addition to the large main map.
