This means that immediately threatening pokemon (e.g. banded Flamigo) can give set-up mons difficulty setting up; offensive pivots (e.g. Zebstrika) can force opponents to switch out to avoid either the pivot or the mon being pivoted in; and, finally, more defensive counterplay can block set-up progress (e.g. spdef drops from Appletun's Apple Acid, Scald burns from Suicune, Encore/Taunt/Haze) although this can be prone to momentum sinking. TL;DR: Set-up pokes need time to breathe and set-up but there are a ton of ways to deny that. On top of that, there is no guarantee that they will be able to take advantage of the set-up time.
