Yeah. I have been using it on my infantry to peel an attacker off of friendly artillery, or to drag a unit away. I also used it to move units into Cairo turret range or to keep them from fleeing. It also boosts damage resistance AND damage on the unit, but it would not be so smart to hit a charged/loaded enemy howitzer of similar strength with that skill if it was focused on your base; you will force the unit to attack you and of course even high resist on a howitzer won't make it invulnerable. Cross trained with the officer that has a chance to reduce skill prep time by 1s (Berserker Bear) upon getting unit kills, so the taunt + Angel's heals go off faster.
