You're right -- they're not cut marks but appear to be designed into the shackle. I have seen other locks that have similarly-weakened shackles specifically for the purpose of making them easier to remove... so they act more as a seal than a lock, so to speak.
I like the chain theory, though. Or maybe it's a design element to remind you that this is not a terribly strong lock :D

Breakaway lock. Only 6 years late. Lol. I dint know what else theyre used for but we used them to lock fire suppression system control valves open as per law required them to be. Breakway so fore department could easily break the lock off and shut the water off. Interesting that master made them with a break away shackle, i have one thats just a normal shackle which is how i found this vid. Lol. But these modern ba locks can be broken without any tools alot of the time.

If it's a reminder of the lock's weaknesses than some master locks should come with glass shackles as warning... :D
It's hard to judge from the video, but was it that easy to open? If I couldn't peek into it I'd surely had trouble with it.
The seal is and Interesting idea. I've never seen a padlock like that before, the only safety seals I see are plastic, but I'm sure they used something before the age of plastic.
Maybe it was used to lock a particularly shaped thing in place like a handle...

Could the padlock have been secured by a chain? I've seen it done before, the padlock was locked by a chain to the place of use so that it will always stay where it's needed. One link could be made around that cut-out so that it won't fall off.
Though that still doesn't explain why are there 2 of them.
But they are to symmetrical and normal-looking to be a result of a cutting attempt, they seem purpose made.

    Heh.... indeed!
It was not easy to figure out how to open it. But, once I learned the trick, it's a piece of cake, given a sufficiently sturdy "pick". The spring is REALLY heavy.

Nice work with the lock forensics. It always sucks to destroy a lock, ut sometimes there's no choice. These Master Locks are really cool locks. Interesting mechanism. I never had any interest in these locks until one came in a large lot of locks I bought. Here's a video I made showing the "Non Personal Injury" method for opening these locks. th-cam.com/video/fRAOZLJCOZY/w-d-xo.html
Thanks for the videos and have a great day.
