If anybody doesn't know: The TV people didn't allow the Moffatts to play live due to the necessary equipment assembly time, and to protest against that the Moffatts changed instruments for the playback gig. The TV people didn't realize that and have been repeating this video in every new year's show for more than half a decade.

The video-audio delay must be a technical problem with the video. The TV-show didn't have any video-audio delay, and as far as I remember, only the instruments were playback and the voices were live.
Yeah, that's why I am amazed with Bob doing the drums and percussions while he is singing! Bob is doing lead vocals also while drumming at an early age 👏
They switched instrument and lipsync because the TV personels did not allow them to assemble their instruments due to the time they will utilize on it.
Lip-synching is always okay back in the days especially 90s. Almost everyone is doing it when in live TV performances but not on actual concerts. Obviously, this is a TV show.
