They probably steered them in.
They were close, but not close enough to see them. The United States Coast Guard catches the larger amount of them, but it's a shame they don't see all of them.
Their recruitment numbers are way down, low pay, long hours...

I'm a Dreamer supporter because I know the border was different in Calif back then. And Calif history a lot of families were separated by war and seeked refuge at the time in Mx then got stuck there. But over 160 countries and there's other countries first. I'm first born here to. My dad came with his parents and this country wasn't their first pick but the others denied them. Ive seen it first hand at Marine Street beach in San Diego. I was bodyboarding on a big stormy day and the only one out. A small fishing boat gunned it straight towards the sand between sets amd about 8 people jumped out and left the boat beached. They ran up the street into the neighborhood and minutes later lifeguards were on the scene and police.

Everyone commenting about USCG - it's a blind spot. Boaters are required to check-in with the Coast Guard and immigration when they cross the international border. It's an honor system. There are hundreds of boats out there, and not enough USCG boats to check every boat. There are no beacons, transponders or standardized locating devices required on boats, so you can literally cruise in, blend in with other boating traffic, arrive at any local marina or beach, and be on U.S. soil.

They were just around the corner; that's why they didn't notice those swabs. If they protect that neighborhood from swabs, then the swabs will come in the middle of the night, and if they do their watches at night, the swabs will go to the other peninsula and disembark.
