I would say that is perhaps one of the most important thing about piano playing. Surprisingly this is often kept quiet by professional pianists. 2 reasons probably: this is very complicated and depends of types of pianos and of the ears of each one or second reason, they don't want to share their own science, or reveal some precious secret.
I like to vary pedal usage on repeat passages in ragtime. For instance, the first iteration through the first section of Easy Winners I may play with liberal pedal usage, but when I repeat that section the second time, I play it with a much more staccato feel, with little or no pedal. This seems to make the piece more lively and light hearted, as well as more interesting. I also sometimes add a little swing to to rhythm, or move up an octave with the right hand on repeat passages.

I have been playing the Gladiolus Rag and wondering why it sounds nothing like Joshua Rifkin's performance. Suspecting it might have something to do with the pedal, a Google search lead me here. Thank you Corey for your excellent instruction.
