Yes, then I had to adjust the static timing. This was a few years ago.

I hate to break it to ya, but since you removed the cam cover and the cams fell out, there’s no possible way to reinstall the cams. There’s just too much spring pressure pushing down on the pushrods, thus pushing the lifters down. You’re going to have to remove the head. This part is the nightmare when installing cams. This is where I had my issues. Cause you’ll have to find TDC.
Best thing to do before you pull off the head it to find TDC. Do you have a compression whistle? Since you don’t have the cams in, it’ll be much easier to spin the engine. But basically this whistle, you plug it into the spark plug hole and spin the engine, when you hear it whistling, you’ll know you’re on the compression stroke. You’ll have to do this a few times to start viewing through the crank plug hole to visually see the TDC line and those two dots. You’ll be correct or 180 degrees out. Then from there, it’s best to have a manual or on a forum. (I’ll look, I’m at work though now) but there’s pictures on the web depicting this issue. You gotta get the cams lined up just right. And I know my video wasn’t the greatest but you gotta have these marks lined up on the cams and the crank, just right or you’ll prolly bend a rod or get piston to valve smack. I hope this helps. But find top dead center on the compression stroke first before you pull the head off.

Here’s an update: I just went into google and looked up Buell blast timing marks and it brought up a few photos of the locations of the timing marks.
