That would be very hard to balance out and too complex for the developers. Imagine testing out every possible combination and trying to balance out every single one. If they fail to balance those custom combinations then the game would be imbalanced and lose it’s meta a lot.

And also deploying shields
Vengeance and retaliatory do more dmg than cyclone cataclysm I 500 meters range and I short range the same

Rockets can go through shields but they can only blast damage for 5 seconds the rest it becomes useless
