Provide access to Key Vault with an Azure RBAC

Key Vault access policies apply to the entire key vault, and they don’t have the granularity to assign permissions to each secret.
The new feature key vault data plane RBAC allows us to create role assignment not only at the key vault level, but also at each individual secret level.

Does rbac pretty much create a scoped key vault access policy for a particular service principal?
I get confused in terms of which one to use. I can see that RBAC is great for scoping access to a particular resource.
