Mom should than have gone to the judge and had the father's parental rights amended to one day a week so long as SM was in his life.
1st story, HOA's can't force people who owned homes before the founding of the HOA to join. If you happen to live near, or in, an HOA, you have to have cameras to protect yourself. The HOA's "neighborhood" surveillance is not something you can rely on. Especially when someone else could just turn off the cameras or delete the footage.
