Chocolate with tiny holes like that means bugs have gotten in. I once had some Halloween candy I forgot about for a while, and all the chocolate had tiny holes like that. After opening a few, I saw enough evidence to know it was some sort of small bugs, almost like weevils or something

I found it funny that in olden days there was a can opener inside a sealed can
