1. Yes they waive, but they'll still look to see if you passed your WAEC English for example. I believe that's how they operate 2. You need a Legal status( through Job, school, marriage etc)to remain in the country. Plan before PGWP expires -- There are videos about Provinces where the chance of getting PR is easier Because they need people -- especially during your one year PGWP, do skilled jobs related to your course that are on the NOC list. This will help your PR application. - -You can apply for another study program and study permit before your Post Graduate work permit(PGWP) status expires, but remember you won't be given another PGWP. While schooling keep job hunting for a sponsored job etc. I believe it's possible to switch status from student to worker - I am not an expert , talk to Mr Peter and others' when you can. It depends on the program you want to study, but all you need is on the webpage of your program. Since it's a college/polytechnic lots of programs I've seen only required high school/secondary school certificate but like I stated earlier it's best to go to the program description Page

Yes, you can, but your proof of fund should be higher, I believe private universities or colleges are way expensive than public school....
