Starrk is the strongest. He used to kill Hollows just by being near them when he was 1 person. I should say she, cuz Lillynette is the original form of Starrk. She separated, reducing her own power greatly and gave most of her huge amount of power to her other part, who named himself Starrk. Plus Starrk held off a much greater opposition ( 4 captains, and Hollow form Ichigo is way weaker than fully serious Bankai Kyoraku). Ulquiorra is definitely stronger than Hallibel but he won't be touching Barragan (respira and time acceleration are too hax for him. Attacks like Lanza won't be getting through). Only reason Starrk lost was because he was devastated when Lilynette died and gave up, more or less, cuz he was tired of people(or hollows) dying because of him.
I love bleach every Saturday night when ideas younger I would bemge watch bleach marathons than I got my dad into it the first time I ever watched great bonding experience for me and ma papa.
