I'll have to check that. 7. There's wasteland in the Middle East (South Arabia) because no nation controlled it at the time, in addition to no permanent population living there and it being a all around inhabitable climate.
Just reduce technology level of The Dutch East Indies to like 0.1 so that their development and economy is trash so that theNetherlands becomes more powerfull then them.
