She tells you she wrote the song in her testimony. That means she wrote the song. People record other artist writers songs all the time ! Look at your albums cover or CD it will have her name as the writer of the song on it.

Outside of the UPCI, she is known mostly as they songwriter of Alabaster Box, recorded by Cece Winans, which earned her a Dove Award as 2001 Pop Christian Song of the Year. She sang at both of President Clinton's Inaugural Prayer Breakfasts and sang at his mothers funeral, inspiring Barbra Streisand to record a Spiritual Album.
