Mehdi went super big brained on this one. He basically recognized that Ryker was a corrupt cop and that through Tilly he has gained leverage over him. So Mehdi basically told him "You work for me now" without saying it directly. By bringing up the reporting of an illegal search by a senior he is making it clear that he knows about Tilly, and that he is willing to protect Ryker if he plays ball and proves that he is a good cop by continuing to work with Nino to improve the PD.
