31% ST QUOTA REMAINS UNDISTURBED -- In Nagaland, their STs are divided into two groups namely ST (Advanced) and ST (Backward). The Angami, Lotha and Ao are ST (Advanced) whereas the Konyak, Chang, Phom, Sangtam, Yimchungru and Khiamniungam are ST (Backward). The two groups have a separate reservation quota each. Assam also has two groups namely ST (Plains) and ST (Hills). The Bodo, Deori, Sonowal, Mishing and Rabha are ST (Plains) whereas the Karbi and Dimasa are ST (Hills). The two groups have a separate reservation quota each.
Manipur can have two groups of STs categorised as ST (Hills) and ST (Valley) in case the Meitei/Meetei are listed. They can have a separate reservation quota for each group by not crossing into each other's sphere. The present 31% ST reservation quota will remain undisturbed. Meitei's present unreserved quota can become their reserved quota. No question of 'chaklukta khujai thangjinba' (interference) whatsoever as propounded by some Meitei ignorami who opposed ST demand tooth and nail.
Without an ST tag, the Meitei would be like an expendable item on the shelf with an expiry date printed on the packaging. The present turmoil in Manipur is a symptomatic manifestation of one group exploiting and claiming more than all the perks and privileges guaranteed to ST by India's Constitution and the other group resisting it. For Meitei it's an existential crisis. Can there be a shining Manipur with dying Meitei? The idea of Manipur can be reinforced only when Meitei remains strengthened. History proves it.
The fear not the state concerned ones but the centre related services. So, that they can play monopolic nepotism.
And the Nagas and kukis also deserved to have their own separate administration.

In my simple opinion, to maintain everlasting peace in manipur better relocate hill & valley dwellers to their original habitations. And grant plain/valley S.T. & hill S.T.

Politicians are corrupt but also officers at lower level ( their are honest officers but most are corrupt which will definitely lead to brain drain in the state or the country and also reservation is also a factor in it).
Para wise clarification to all propaganda should be made by a Team of dedicated experts .
Wetland, Forest reserve declaration should be made and sensitize the public who are investing their lifelong savings in buying the land long time back instead of declaring after huge settlement has taken place. It is the Govt failure and its intended malicious intension in not made the public aware. It cannot be undone after all has been done. The Govt should regularise all the settlement already occurred instead of forceful eviction and place every rules in order from this date. Targeting certain settlement is against natural justice. Justice should be done and also appears to be done.
Can't the leaders of both community hold a talk and come to a common ground that they can agree on since its a losing game for both communities ( innocent life will be lost that be kid,adult or old ) and the youngster mind will be filled with hatred which is not a good thing to fill into anyone's mind especially when they are young.
