Q1) is it mandatory for farmers to sell their produce in mandis?
Q2.) If it is not mandatory then how govt estimates agriculture production in a year .( as many farmers sell outside mandis and such date remain unaccounted)?

1. No it's not mandatory for the farmers to sell their produce in mandis.
2. The government can estimate the crop production based upon the crop planted in that area or district. The state agricultural department mantains this record through various surveys.
