The Strongest Dojutsu in all of Naruto is debatable. Some might say it’s the Rinnegan because of it’s connection to the Sage of Six Paths and the Otsutsuki. Others might say it’s the Tenseigan because it can bring down an entire moon on the populace of the earth. Others might say it’s the Jogan, just because it’s hyped up. But what is the strongest Dojutsu of them all? Well, why don’t we sit down and begin to discuss?

You missed the fact that the Rinnegan grants perfect control and access to all five chakra natures, yin and yang, and the Creation of All Things that lets you create physical objects and even life from chakra. On top of that it can create the black chakra rods that allow the user to supply allies with chakra, strip it from them, or even control them like the corpse puppets.
All that is true but do you have proof/scans for the Creation of All things being a Rinnegan ability?

Black chakra rods disturb and make it hard for an enemy to mould chakra and weave ninjutsu. It doesn’t absorb chakra, Preta Path does that.

It's not genjutsu it's a reality warping ability and from what we have seen it can make someone's Desire come true
And jougan also have some more abilities
1. it can independently activate in the presence of dangerous/hidden targets
2. Predict the Location of Portals
3. Likely Give precognition as he was able to predict momoshiki's attack and counter it
Also omnipotence range and Rinne-sharingan range is different
As omnipotence range is inter-dimensional while rinne-sharingan's is planetary
And momoshiki actually doesn't have rinne-sharingan

actually the strongest dojutsu is actually the rinnesharengan since Sasuke's rinnegan is likely somewhere in between a rinnegan and a rinnesharengan, and it has the rinnegan abilities along with the MS abilities, which would mean the rinnesharengan likely has both and more.
He got Sharinnegan. His base eye is rinnegan with sharigan tome. The rinne sharigan base is the sharigan with the rinnegan ripples.
He has a unique Rinnegan because he got the Rinnegan directly from Hagoromo

Let’s not forget that the Rinnegans King of Hell can also heal anyone inside its mouth and Rinnegan can also absorb all jutsu it’s just that Obito wasn’t that good at using Rinnegan cus he just didn’t know the full abilities.
The healing aspect is misunderstood imo. After all, Rinnegan has never healed live people. Paths of Pain were all walking corpses. If it could heal live people they why didn't Nagato heal himself because he is stronger when uses all the powers without splitting them into POP

The Rinne-Sharigan is easily the most powerful dojustu. Its a sharingan with rinnegan ripples. We know sharigan is the base of the eye because its red. Sasuke has the Sharinnegan is a rinnegan with tome which is why its purple and loses tome. So both of these are automatically above sharigan or rinnegan.
It's feats are only the Infinite tsukuyomi and you can spam dimensions
Reality is Kishi only gave Sasuke a Rinnegan with Tomoe because he thought it looked cool..
Sasuke’s Choku-tomoe rinnegan is more or less a standard rinnegan, but the tomoe are *supposed* to disappear when Sasuke is relatively low on chakra. I like to think that the tomoe disappears when he cant open space-time portals due to chakra drain

I agree, but the Tenseigan and the Rinnegan are for sure the safest options to get because you know exactly what your getting for the most part while ems has way to many requirements to get it and even then it’s a literal random toss up on what unique skill you would be getting and like you said what if you get an OP ability but it comes with an insane time limit, also with the sharigan you could go blind, they nerfed the sharingan way too much for it to be saught after irl

In terms of combat power I feel like Tenseigan is the best, it has the powers of both Deva path Rinnegan and Six Paths Sage Mode.
It would allow you to clap people like Hashirama and Rinnegan Madara (without the Juubi) in 1vs1 while also destroying villages with ease. It doesn't have much utility abilities though
It's not permanent. After using it it turns back into a normal Byakugan.

In Toneri's case it became temporary because it wasn't his original eyes it was Hanabi's and we can assume that because of overexertion of chakra and the fact that the eye's was foreign and wasn't the original one that the pure blooded otsutsuki have the eye's maybe cant comprehend the power toneri unleashed that's why it reverted to byakugan. And maybe it is the main reason why Toneri's eyes was taken from it since he was young because the dojutsu was so op and the other high rank members of the clan sees Toneri as a threat on them. We can see it in a scene on Boruto that He and Urashiki doesn't have a good relationship and treatment to each other.
But that’s the thing the tenseifan is still a mystery because it only appeared in one movie. It could be possible to deactivate it and then reactivate it like the sharingan. We’ll never know because the only person who’s hinted to be able to awaken the tenseigan is himawari

You forgot about Sasuke eye which is a Rinnegan with tomoes and it has both the abilities of the mangekyo Sharingan and Rinnegan and it doesn’t hurt your eyes and make you become blind so it is way better than the eternal mangekyo Sharingan

I don't think it's ever stated that Madara got access to Limbo when he got the Rinnegan. Yes, I get that the first time we see him use it is with the Rinnegan, but we also never seen his actual EMS abilities because he was nerfed a little bit resisting Kabuto's control in Edo Tensai. Once he broke out, he had no eyes and proceeded to bully his way to getting 2 other EMS, and all the tailed beasts in minutes. He could've reawakened his EMS abilities since he had the power he died with plus, his peak power, plus being a 10 tailed jinchuriki 🤷🏾♂️💯

It's easier to unlock too. Instead of Indra/Asura Chakra, you just need brother eye-balls... then again, it's not as easy to remove your brother's eyes. Moral implications, etc. Just wait until your brother is almost blind, take them, and replace them with a better one. Or, y'know, just go to Orochimaru, have it cloned, and trade it out. Shin and his clones all had Sharingan, and Mangekyo too, so maybe it can be replicated.

to be honest, just because the hyuga use the byakugan poorely its by no means weak. Imagine a hyuga with a jutsu that creates smoke or mist. Even smokebombs would be enough. The strongest Doujutsu are basically blind inside Mist or smoke even the Rinnegan is. But the Byakugan can see perfectly fine not only that it can precisely shut down the chakrasystem of any opponent in close quarters.
Now combine that with a distance weapon like a bow. The hyuga can attack from multiple angles and stay out of reach and out of sight. The Byakugan can see over miles and even through obstacles so the hyuga can see the opponent while staying behind cover. Even Susannoo is blind within smoke. And it burns through chakra really fast if the sharingan user can't get rid of the smoke he looses while the hyuga can just play on time shooting once in a while to force the opponent to keep their guard up. Yet they never know from what angle the attack will come.
Throw in shadowclones or something that allows for attacks from multiple directions and without the mainbody and the hyuga can even hide somewhere and attack without giving away the location of his main body.
With a simple tactic like that practically any hyuga can become a MS-Sharingan busting Enemy. Make them a little more talented with more chakra or some fitting special jutsu and you have an untouchable ghost of the mist which kills without ever being seen or touched himself. The only way to survive is to use a fast propulsion like a flying susanoo to basically run. For you have almost no chance finding and hitting the hyuga within his Smokescreen.

I feel lile your point about an MS beint able to give a variety of abilities which have the potential to be OP is moot because Rinnegan do the same thing for their own user. I dont see any MS ability surpassing Limbo. The only way to beat that is if you also have a rinnegan or six paths sage jutsu. Even something like Kamui has its battle power axed by a rinnegan user whos learned how to dimensional shift
So far we’ve only seen one person get dimensional abilities out of the 3 rinnegan user so I don’t think it’s something you can learn unless what ever formula dictates you’re special ability with the rinnegan is dimensional and even then it could be something that only like a never ending stream of water or never ending fire

The jougan most likely has the ability to give you the counter to your opponent Boruto neede to see negative emotion he did then that power disappeared he needed to strike chakra points he can then he doesn't use it again he needs to see pathways through demensions he can but then it disappears how come the jougan had all the powers Boruto needed in that moment then they disappear unless it's power is counter granting
